Establishing a Cyber Defense Information Sharing Framework

 

Dr. Claude L. Jenkins II currently serves as a Computer Science and Technology professional with the US Army Communications and Electronics Command, Software Engineer Center (CECOM SEC). In this capacity Dr. Jenkins co-chairs the Cybersecurity Strategy Integrated Product Team that manages the portfolio of programs and product under the General Fund Enterprise Business System – Army: GFEBS- Main, GFEBS –SA, Acquisition Management Support Solutions (AMS2), and the Army Contracting Writing System (ACWS) as well as its Functional stakeholders and interface partners Global Combat Support System – Army (GCSS-A), US Army Logistics Modernization Program (LMP), Integrated Personnel and Pay System – Army (IPPS-A), Army Enterprise System Integration Program (AESIP) and others.

A retired US Army Chief Warrant Officer Four serving with both the Ordnance and Signal Corps, Dr. Jenkins has 30 years of military, federal government, and contractor experience in Information Technology (IT), Information Assurance (IA), Cybersecurity, IT Project Management, Test and Evaluation, Acquisition Management, Systems Engineering and Lifecycle Logistics.

Dr. Jenkins most previous positions includes serving as a Senior Information Systems Security Officer Lead with Softworld Inc., Systems Engineer Level IV with CNA Analysis and Solutions, Information Technology Manager with the Department of Housing and Urban Development, and a Senior System Program Analysist with JY and Associates, Inc., Dr. Jenkins is a recognized Cybersecurity Professional and considered a Subject Matter Expert (SME) for his work while serving with the United States Army with organizations such as the Program Executive Office Enterprise Information System (PEO EIS), PEO Soldier, US Army Southern Command (5th Army), 82nd Airborne Division, US Army Chief Information Office G6, Headquarters of the Army G8-Force Development Directorate, and the US Army Cyber Center of Excellence.

Dr. Jenkins holds a Doctorate Degree in Information Assurance with the University of Fairfax, a Master’s Degree in Computer Resource and Information Management with Webster University, and a Bachelor’s Degree in Computer Science with Park University. As a member of the US Army Acquisition Workforce he holds the following Defense Acquisition Workforce Improvement Act (DAWIA) certifications: Information Technology Level III, Science and Technology Management Level III, Test and Evaluation Level III, Engineering Level II, and Logistics Level II. Under the Federal Acquisition Institute (FAI) Dr. Jenkins holds the Program and Project Management Level III certification for IT Systems Management.

Dr. Jenkins is an active member of the Information Systems Security Association (ISSA), the Armed Forces Communications and Electronics Association (AFCEA), and the National Defense Industrial Association (NDIA).
